You can not create a ticket on behalf of another player; we only accept reports from the player themselves or their parent/guardian. This is because we respect the other player's confidentiality. We may need to provide information about their account and save to fix the issue, which we will only share with the player directly, regardless of whether they have allowed you to act for them.
